SteamLink Module Initialization and Behavior Improvement

Addresses some simple things

1. Initialization now depends on receiving a valid message from SteamLink and timeouts after default 30 seconds to allow other modules to attempt to initialize if SteamLink fails
2. SteamLink will only initialize for available eye/mouth slot, to allow use with other module (i.e. Babble)
3. SteamLink will only update eye/mouth if it owns it, to prevent double updating with other modules

I'll look at this here, and need to merge it with a logo change.

My biggest concern is the timeout length. and what that means for Users. w/ a 30 second timeout we now force users to essentially be in VRC BEFORE we start VRCFT, I know that doesn't align with my normal startup, and Just concerned about the implications of requiring a change in User behavior Will probably go into the Discord to talk about it and see if there is a normal consensus, I'm just weary of the change for that reason

There, initial timeout 3 minutes to match desktop modules. If you want to discuss behavior please do so in the discord.
