Relative time sensors and time series backport

[Hor911]

Backport of new-style stat reporting. Main reason - use of relative time sensors instead of absolute ones to reduce size of JSON and enable time series (YQ only). Timeline visualizer doesn't support old absolute time, and it looks like this:
