[Kafka API] Missing flag EnforceUserTokenRequirementInNewProtocol in auth #18598
Description
Several old client still use EnforceUserTokenRequirementInNewProtocol flg to enable topic authorization in their clusters. This flag check is missing in Kafka proxy and thus we do not forward user token if only this flag is specified in cluster config.
