Local does not notice failure to promote follower

If a follower tablet concurrently dies (e. g. by pill) and is promoted to a leader, Local will only report the death of a follower, and Hive will believe the tablet is starting, while it isn't

I believe the problem was introduced back in a2cacd6 which changed Local's notification mechanism
