[Bug?]: `yarn up` and `yarn up [--options]` not working

Describe the bug

The yarn up command is not working at all. it is not even downloading the packages from their repository.

To reproduce

It's best to bring back the older version upgrade method i.e. yarn upgrade from yarn --version 1.22.22 as it was working fine.

yarn up command not working remove it from the stable version

In my case yarn up library_name not working (at least for private repositories on github). It fails with and error:

➤ YN0027: web_core_library@git+ssh://git@github.com:neuronation/web_core_library.git can't be resolved to a satisfying range

Internal Error: Package not found

But yarn up library_name -i is working for the same private library.

Note: I'm using the latest yarn version 4.9.2
