Get it installing and passing with Python 3.13 and KiCad 9

I haven't verified that everything works beyond that it installs and make test-unit test-system passes.

Fixes #176.

This PR makes pcbdraw build fine for me (as it avoids the mistune dependency problem).

Together with #174 it makes the plot command work fine with KiCad 9 projects.
The render command still fails though, just like in #176 .

Hope that @yaqwsx can find a bit of time to merge these ;)
