phantom.config option doesn't work

Hi!
I've just tried to use yandex-tank with phantom loader dealing with option phantom.config to override log directory and adjust other options. Documentation says tank won't generate phantom_XXXXXXXX.conf if value presents.

However, tank still generates it's own config even when specific *conf file already exists and phantom.config points to it.
