MXNet CPP Package #38

Hello @yajiedesign,
thank you very much for frequently providing MXNet Windows builds.
It seems that the C++ package is currently not enabled in your build and that a lot of people have trouble building it for Windows:
- CMake configuration for USE_CPP_PACKAGE creates incorrect VS 2017 projects apache/mxnet#13639
