v1.6.0 is already taken: Go and npm shipped at it, and only the Flutter job
failed, so the tag and its GitHub release exist and cannot be reused. Move the
Dart packages to the next patch instead.

build(deps): hold forge at v1.9.2 — v1.9.5 breaks OpenAPI generation

forge v1.9.5 makes Router.OpenAPISpec() return nil even with WithOpenAPI
configured, so `make dump-spec` fails and SDK generation with it. The call
site is unchanged and still matches the documented API; v1.9.2 produces a
1.1 MB spec from the same code, v1.9.5 produces nothing.

CI shows it cleanly: SDK Generation passed at 8da0fef (v1.9.2) and failed at
8fee160 (v1.9.5), one dependency version apart.

Holding at v1.9.2 — the version the other eighteen repos in this ecosystem
already run — rather than reshaping the spec generator around a library
regression. Revisit once forge is fixed.
