To do otherwise invites a race condition depending on whether the backup is instantaneous. This is still vulerable to the backup not completing in time, but least it waits the suggested duration first.
Using any individual keyserver is much more liable to fail.
Without this, gpg --recv-key may fail to contact the keyservers:
gpg: failed to start the dirmngr '/usr/bin/dirmngr': No such file or directory
gpg: connecting dirmngr at '/run/user/1000/gnupg/S.dirmngr' failed: No such file or directory
gpg: keyserver receive failed: No dirmngr
