dialects: (qssa/qref/quantum) remove dialects

The development of these dialects has been continued downstream and no longer looks particularly like the dialects here. While it is undecided whether we want quantum stuff to be upstream, I don't think it will look like this. I therefore see no harm in removing all of this now.
