libSkylark as a dependency

I repeatedly saw an error linking an external project which uses libskylark.

When you are using the CMakeFile provided in the libskylark documetnation the linker complains.

There is a library that can not be found under ${SKYLARK_INSTALL_DIR}/lib/cmake/[todo]. It is called [todo]

cmake should configure the file when installing libskylark.
