Support ncml namespace 

### Description

`xncml.Dataset` does not support NcML files using the ncml namespace, e.g. 
```
<ncml:attribute name="institution" value="Canadian Centre for Climate Services" />
```
It looks like `xml2dict` has some support to deal with this.
