Fix was small but not obvious. I changed Cli_operations.vm_migrate to not filter control domains from the list of VMs. This way it attempts to migrate the control domain, but throws an exception that the CLI can catch. Signed-off-by: Mike McClurg <mike.mcclurg@citrix.com>

Now when we try to migrate a control domain from the command line, we get a meaningful error message.
