Build on windows

Many of us don't have access to a windows machine.

There are slight differences in application behaviour.

It would be good if we have the choice of running the code on windows so we can test a few things.

By default, goplay.tools just proxies to official go.dev/play playground which runs on Linux.

We need a volunteer to host a Windows version of a runner that used by official Go playground.

For some reason, I was under the impression you were sending the code to your own server, building it, running it and then sending back stdout/stderr.

Not sure why I came to that belief. Perhaps it was when you had the Yaegi implementation
