development content_scripts is not the same as production

Describe the bug

This has the effect of not generating the content_scripts property in the manifest, which then in turn doesn't have include_globs and the rest of the useful properties. That seems like confusing and odd behavior. I can see why you do it, but the functionality isn't the same between development and production, which is weird and makes things harder to test.

Reproduction

We've only got host_permissions being set.
