Auto pin extension in the top bar

Feature Request

Each time when running dev, the pin status is cleared and needs to be manually pinned again. It would be better if it could automatically pin or remember the status.

There is a chrome API that could be useful:

chrome.developerPrivate.updateExtensionConfiguration({
  extensionId: ext.id,
  pinnedToToolbar: true,

I don't understand why this could useful; it's a private Chrome API that can't be called.
