Rename useAppConfig to getAppConfig to avoid linter complaints/ai confusion

useAppConfig is interpreted as a react hook by linters and AI. This really confuses AI as well as they will avoid using it outside of react components

@aklinker1 can we rename the useAppConfig() to something else, please? i.e.: getAppConfig.

Linter indeed throws warning for this.

@mmikhan, akliner1 is quite busy (#920 (comment)), but feel free to submit a PR. I guess useAppConfig should be still exported and deprecated for backwards compatibility.

Yes, please open a PR. Introduce the new function name but keep the old one. Don't mark it as deprecated yet, I only introduce deprecations on breaking changes.
