create variables for hard coded CUE in CASA parameter file. This is already being done in MIMICS

Added parameters to the CASA PFT parameter file.

Using the xkNlimiting min and max in the N limitation calculations.
Using the Carbon Use Efficiency (CUE) in CASACNP organic matter transformations.
Addresses #26 and #27.
