Add shuttle movement simulator (dev mode) #138
Description
Add a dev-only simulation mode that generates moving shuttle data on the map without relying on live API responses. This allows developers to test map behavior, animations, and UI interactions at any time.
When enabled, simulated shuttles should move along existing route polylines and update positions. The simulation should only be activated when the user is has dev options enabled and turned on simulation mode in the dev options settings.
