Rework Firebase notifications setup

Update the Firebase Console configuration and remove deprecated notification channels. Use the API to drive the in-app warning/announcement banner from #134, while Firebase Cloud Messaging handles push notifications. Ensure the two systems work together without producing duplicate notifications (e.g., by coordinating API polling and FCM delivery).
