Ability to apply updates when deploying with apk configuration file

Problem

Currently, when an apk configuration file is reapplied with modifications, the relevant HTTPRoute CRs are created and applied by the config-deployer, but it is not reconciled as an update from the adapter; requiring a restart of the adapter to apply the changes from the update.

Solution

Adapter needs to be modified to identify and reconcile updates applied via apk configuration files.
