Tenant role assign to user page gives 403 error

### Description

In a tenant domain, when you create a user and assign a role to that user, 403 forbidden error page is shown. This is due to CSRFGuard not properly engaged for tenant urls

### Steps to Reproduce

1. Create a tenant
2. login to the tenant domain and create a user and then select next.
