How does this handle when I do a rolling deploy of phoenix and websocket connections are broken? Is the state in svelte totally preserved? |

In theory it should follow the constraints of LiveView, LiveSvelte doesn't really add or remove anything here. So if your LiveView handles rolling deploys without breaking the connection, the same should be the case with LiveSvelte |
