This PR adds and improves the scripts used to upgrade the contracts in testnet in order to change the registration for a chain. Additionally, it adds a document describing the process.
This is a first step in improving this process. As time goes on, some or all of these steps may be automated using the
wormcli.Note that this PR is intended to be merged into main. There is a separate branch called
deploy_update_all_in_testnetthat is not intended to be merged. It contains sample contract changes that are needed to reset a chain.
