Fix basic utilities documentation

Tasks

• split the basic utilities general section as shown below into specific utilities section.

• add [GET] /monetory/currency-denomination api and put it into monetory-utilities section.
• make the res_type query parameter as shown below selectable

• do a basic setup of postgres database in project.
