VideoPress block: Enable drag & drop the block when long-pressing over the player

Describe the bug
When adding a VideoPress block, long-pressing over the video player doesn't trigger the drag & drop functionality. Instead, it selects text within the embedded content.

To Reproduce
Steps to reproduce the behavior:

1. Add a VideoPress block.
2. Add a video.
3. Once the video is ready can be played, long-press over the player and try to drag the block.
4. Observe that the block can't be dragged and instead text is selected.

Expected behavior
Long-pressing over a block should allow the user to drag it.

Another symptom of this issue:
When moving the playback bar, the drag & drop icon appears along with the video still, so it looks like you can do two things at once.

As far as I checked, this issue seems to be only affecting the iOS version. On Android, the long press gesture takes precedence over the WebView. Unfortunately, I couldn't find a way to disable this gesture in the WebView but might be possible by setting to false the cancelsTouchesInView property in a parent view of the WebView. By doing this, the long press gesture will be recognized by the parent view and won't be consumed by the WKWebView (i.e. WebView).

This property can be used in the Gesture handler library (reference), however, it was introduced in a newer version (2.4.0) than the current one we use in Gutenberg Mobile (version 2.3.2).

As a next step, we could update the Gesture handler library and test the above hypothesis by disabling cancelsTouchesInView in the Draggable component.
