Post changes are automatically published when image upload finishes

Expected behavior

When an image upload finishes the changes won't go live without user's explicit approval.

Actual behavior

When an image upload finishes the post is automatically updated (changes are published).

Steps to reproduce the behavior

1. Open a published post
2. Make some changes to the post
3. Add an image and click on "back/up" before the upload finishes
4. Notice the image is being uploaded in the background
5. Notice when the image upload finishes the post is uploaded to the server -> the changes are published

Note: I noticed today, that when I leave the editor after the upload finishes, the post is queued and eventually published as well. I'm not sure how come I didn't notice it when I created this bug, since it seems to be present in the current Google Play version (12.6). 🤷‍♂

We are considering adding a "publishConfirmed" flag into the database as part of solutions for some other tickets. If we decide to do it, it might solve even this issue.

I'm moving this into offline support project as it'll get fixed when master-auto-upload gets merged into develop.
