Request Blacklist

Would be great if the plugin has a map blacklist, so in maps like sc5x_bonus you can stand quiet without the sign on your head.

In this case I think the maps_excluded feature from 5.23 is good enough. There's no persistent state that would be lost, but you won't get responses to the "afk?" command.
