Blank page in Card Reader Manuals if Downloads are not permitted

Describe the bug
This is a minor. If it is the first time we use the app or if we did not allow downloads previously, we get a blank page after rejecting download permissions or going back to Woo from App info:

To Reproduce
Steps to reproduce the behavior:

1. Go to Menu
2. Tap on Payments
3. Tap on Card Reader Manuals
4. When prompted, do not allow Downloads
5. A blank page with no message is shown

I am a bit confused here. Are you sure that the app asks for download permission? Would be nice to see a video of what's going on there. We open a browser and do much after that, so maybe it's a browser that asks for permission 🤔

@kidinov At the moment I can't reproduce it as I got "Page not found!" when accessing the manuals. Please let me know when the issue is fixed and released so I can retest it.
