User Settings and Plugins are not kept between versions

Maybe change file location to parent since Squirrel is putting each version in a separate folder.

1. Check is *.exe.config exists in parent directory.
2. Use ConfigurationManager.OpenExeConfiguration or a ExeConfigurationFileMap to select the file in the parent directory, or
3. If it does not exist use file in same dir.
