Mobile support for Time Picker

Testing this on Safari on an iPhone 4 running iOS 7.0.4 and a tablet on Chrome running android 4.0.4.
The up/down arrows for the time dont increment or decrement the time.

Any resolution to this - the problem still seems to be present. I've searched everything for a fix.
