It's "tw, fr" in core MediaWiki and not "fr, tw".

However, I strongly suspect that it's not a good idea to do this in general, because in practice it will eventually show almost everything in French, which probably won't be great for the speakers of this language in Ghana. Did anyone specifically request making French a //fallback// language, or is it just being copied from the translatewiki "fallback" configuration (which is called "fallback", but is not actually fallback)?
