#8699 changed a bunch of drafts.csswg.org links into w3c.github.io, because the former server was frequently down. This problem was later addressed, drafts.csswg.org has been reliably serving specs for a while.

w3c.github.io is not the official domain, so there is some JS that redirects users into drafts.csswg.org. That wasnt much convenient, so this change makes links point directly to the official drafts.csswg.org. Also changes one link from http:// to https://.

Fixes #9928

Hmm, I could swear I ran into another drafts.csswg.org outage within the last couple of weeks, but oh well. Certainly, dealing with a JS redirect is not a good experience, so this is an upgrade. Thank you!

2-3 weeks ago there was a problem with the index at https://drafts.csswg.org/ being empty, but the individual specs worked fine. Or recently it happened to me that my IP got blocked for some hours. But in general it works well.
