Create/Edit RSD action bar doesn't appear on mobile with save button

Describe the bug

On a mobile breakpoint the form save button is supposed to appear in an action bar like it does on the create/edit collection form, but it is not appearing for some reason. The consequence is that you can't save a new or updated RSD on mobile breakpoints.

To Reproduce

Steps to reproduce the behavior:

1. Sign into OSMT on a mobile device or a skinny browser window on desktop.
2. Click on Create RSD
3. Scroll down to the bottom
4. There isn't a save button for this form, you can't submit it.
5. Switch to "desktop mode" on mobile or expand your window to desktop breakpoint. Observe there is a save button in the desktop breakpoint right sidebar.
