Enable copy public URL on private RSD detail view #299

As a authenticated user of OSMT, I want to quickly copy a reference to a skill I am viewing.
I would like a copy URL button to appear on the private skill detail view
Additional context
A copy URL button appears on the public version of the page, but not on the private one. Adding one to the private version that matches this functionality would save users a click for a frequently desired capability.
