Over-aggressive logout on timeout

Describe the bug

Even while viewing public pages, like the skill or collection detail page, even when not signed in, a user is redirected to /logout?timeout=true after only a short period of time, perhaps 15 minutes.

To Reproduce

Steps to reproduce the behavior:

1. Go to a page on OSMT and sign in.
2. Navigate to a public skill page (copy url and load)
3. Leave the tab alone for 16 minutes
4. You are redirected to the /logout page

Expected behavior

This application is low sensitivity and unlikely to be used authenticated on public computers, so sessions should last longer, and timeout should not redirect a user away from a page that does not require authentication anyway.
