No longer built by default since flatbuffers v23.5.8.
Also use latest Node.js LTS version and cache npm packages.
There are no references to it from anything else in the IPK.
There are two possible libudev sonames depending on webOS version, so just ship the eudev one from buildroot-nc4 for now. If this causes problems, we can stop libusb and QtSerialPort from depending on libudev.
