Improve preferences dialog

Dear,
I suggest some improvements for a preferences dialog.

Please consider following small improvements:

• Modify title to include scope and context(user name, workspace name and project name)
  For example,
  • Preferences for workspace - [workspace-name]
  • Preferences for project - [project-name]
  • Preferences for user - [user-name]
• Provide way to organize tree node.
  I want to change the order of tree node without change the order of plug-in settings.
• Provide keyboard navigation of tree on left side of dialog
  It will provide convenience to user.

1. Good idea. I'll add the real name of the scope to preference dialog's title.
2. I had known It is needed the feature setting the order of tree items. But this is hard to solve because the extension settings of preference is distributed to each plugins. So any plugin cannot have the entire view of this tree until rendering the dialog.
3. Yes. I'll consider applying keyboard navigation.

I agree that custom tree problem is difficult.
However, a way to configure a custom menu tree is already available in workbench plug-in.
I think that can be applied to the preferences in the same way.
Please reconsider my suggestion.

@s1ddh1k I think the way to manage all of the extension items at a central file is not good in plugin-based programming model. But if the file(like workbench's config.json) is auto generated or edited after adding/removing a new extension of 'preference.pages' and it is editable later, it will be the best way I can devise now.
