to fix menu issue by putting it in a portal
also patches `svelte-portal` itself to allow for conditionally disabling it
to set a class on the menu's portal

This patches the
@smui/selectlibrary to put select menus into a portal, so will display over other elements. There were a lot of issues with setting menu's z-index due to the positioning and z-index of ancestor elements.resolves #1
