Per the removal of whisper in geth and chatting with members of the Status.im team (current only known maintainers of a version of whisper). This library is no longer properly support whisper, thus we will be removing it.
I'm placing this on hold, because this is API changing. Until we confirm, I'd say this PR is slotted for v1.4.0
