GitHub actions for 1.x are stuck forever when the changes are only in either "docs" or "asset" folder or at ".md" files

Current Behavior

Sometimes GitHub actions for 1.x are stuck forever. This happens if the changes were only in either "docs" or "asset" folder or at ".md" files.

Expected Behavior

There should be a CI job configured to handle skipped but required checks. would be according to the mentioned configuration steps here: https://docs.github.com/en/repositories/configuring-branches-and-merges-in-your-repository/defining-the-mergeability-of-pull-requests/troubleshooting-required-status-checks#handling-skipped-but-required-checks

Steps to Reproduce

Create a pull request that updates only .md files for example.
