Interop 20XX page should display "data unavailable" for invalid years

Currently, the Interop 20XX page at /interop-{YEAR} will redirect to the current year if an attempt is made to view a year with no data (only 2021 and 2022 currently have data). It would create a better user experience to display a page that conveys "data is not available for this year" instead of just redirecting to the current year.
