[Bug]: Significant startup performance regression in v1.7.4 with persistent cache

Details

After upgrading from v1.7.3 to v1.7.4 with cache: { type: 'persistent' } enabled, rsbuild dev startup time increased significantly from ~5s to ~17s (3.4x slower).
