[Feature]: Memorize UI language preference

What problem does this feature solve?

On my system, everytime Rsdoctor opens, it uses Simplified Chinese, and changing the language to English only works in the current session. The next time I relaunch the Rsdoctor server, it resets to Simplified Chinese. I'd like it to memorize that my preference is English.

What does the proposed API look like?

This should be enabled by default and no new API is needed.

Yes, when there is a random port, it will be like this. How about adding a configuration option, the configuration item has the highest priority?

I'm not sure why it would be defaulting to Simplified Chinese, as it seems to default to English when the local storage value is missing:

I know you mentioned "no new API is needed", but unless the local storage persists across multiple builds, would that make sense to introduce a new CLI parameter and config to specify a default language preference? --lang en.

Another option would be to use a language detector with react-i18next.
