Need a variant of at() that does not run frame callbacks

This was a thought on the problem that Shane and I were discussing. There may be better ideas, we should discuss next week.

I think now if I have:

at(7, foo);

There is this kind of sequence.

raf(7); now() == 7
foo(); now() == 7

But I need to be able to do something like

at(7, foo);
something_else_at(8, bar);

And have a sequence like:

raf(7); // now() == 7
foo(); // now() == 7
bar(); // now() == 8

Without any raf(8) callback before bar()

Should be trivial to implement if we end up needing it. No idea what the
API should be like however....
