This PR gets rid of the dependency on AnyAscii for the default engine of Lao transliteration. It also fixes ModuleNotFoundError on import laonlp when AnyAscii is not installed (import laonlp automatically imports everything from laonlp.transliterate).

The engine name is unchanged as the mapping table for Lao transliteration is simply copied from AnyAscii.
