Test misses base CSS definition if it is in a delta spec

The continue CSS property is defined in css-overflow-4, a delta spec, and extended in css-overflow-5, another delta spec. The test that makes sure that all extended definitions have a base definition does not consider base definitions from delta specs, and thus reports an error, because css-overflow-3 does not contain a base definition of continue.
