Define sets of commands

The setWindowRect capability is defined to be true when all of the resizing and repositioning commands are supported. We refer to this group of commands by the chapter name, but this is a pretty weak definition.

We should have infrastructure in the specification to “group” different commands into sets that we can refer to normatively, without relying on weak chapter references.
