Support international keyboard layouts

The WebDriver specification currently restricts the values of valid keyboard input to US american keyboard input.

This is not sufficient for testing international web pages.

Please consider to either add bindings for all Unicode printable glyphs or to amend the spec to accept all printable glyphs.

Whilst this would be welcome, mapping out all possible key combinations for international keyboard layouts is a monumental task. I wonder if this information can be derived from some source of truth?
